Even if you are using automated software or a website that helps you build your own website, or a blogging platform or what have you - in most cases you will have the options to put keywords in the right places and as long a you do this, that is the basic ingredient of making sure that your META tags will be optimized because the system you are using will put your keywords in all of the appropriate META tags automatically. If you have access to the HTML functionality - for example, if you are using Microsoft Frontpage or some other web page editor - then simply switch to HTML mode and then make sure your META tags look tidy as you have described above.
If you think about it, most of the most popular website out there do not have META tags and search optimization experts sitting around making sure that everything is okay in terms of keywords and optimization. Sites like celebrity sites, fansites, news sites and whatnot simply write good stuff that their readers will enjoy!
